Job Opening: Canastota Housing Authority Executive Director
The Canastota Housing Authority (CHA) is seeking an experienced and qualified professional for the position of Executive Director. The position will be posted until a qualified applicant has been selected. We are looking to have someone in place by late summer / early fall to allow for training prior to the departure of the current Executive Director at year’s end.

Job Description: The occupant of this position is responsible for managing, maintaining, planning, and directing the Section Eight Housing Choice Voucher Program along with all duties/responsibilities listed below.
Characteristics Preferred: Community development and public administration, or a closely related field; knowledge of the principals and practice of Section Eight Housing Choice Voucher programs with the ability to manage finances of said program.
Essential Duties & Responsibilities: The primary responsibility of this position is to operate and maintain the Section Eight Housing Choice Voucher program within the jurisdiction of the Canastota Housing Authority (Village of Canastota/Town of Lenox).
Day-to-Day duties include participating in activities such as fund requisitions, disbursements to landlords, landlord outreach, processing applications, conducting criminal background checks and returns, maintaining the applicant list, overseeing inspection of homes for quality control, performing utility allowance study to determine individual unit utility allowance and appropriate market rent, verifying income/assets/expenses to determine eligibility and participant’s portion of the rent, conducting application briefings, computer record keeping (knowledge of Microsoft Excel is a must), lease and contract signings, annual and interim re-examinations, transfers, record keeping, filing and reporting to HUD.
Maintains records for Housing Assistance Payments (HAPS), Utilities, Landlords, Accounts Receivable, and Portability Payments. Monitor funds and keeps current records on Annual Budget Authority (ABA) and Annual Contributions Contract (ACC); Restricted Net Position (RNP) and Unrestricted Net Position (UNP) and works closely with HUD’s Financial Management Center (FMC). Submits monthly Voucher Management System (VMS) information.
When necessary, conducts fraud and inappropriate participant behavior investigations and determines appropriate action. Employee computes and administers fraud repayment agreements when applicable. Serves as the public relations person for the Housing Authority and maintains a working relationship with Community Action, Social Service agencies (DSS), Landlords and Section Eight participants.
Determines when vouchers can be issued based on availability of funds. Issues vouchers to eligible applicants, responsible for telephone discussions on portability cases, maintains record of voucher numbers, units under lease and hard to house families.
Reads and interprets updates of federal housing program regulations, civil rights, and other laws pertaining to the operation of the program. Assures ongoing training with HUD department personnel when online training and/or webinars are available/offered.
Equipment/Program Requirements: Operate/use computer, typewriter, calculator, printer/scanner/copier.
